C 20003 202/547-6500 July 23, 1980 Keith Higginson Commissioner Water and Power Resources Service Room 7654 Department of Interior Washington, D.C. 20240 Dear Mr. Higginson: After having reviewed the repayment contract for the Bonneville Unit of the Central Utah project there are several questions that I have which I would appreciate answers to. 1) Is there a difference between the "ability to pay" sum at the time the repayment contract was signed in 1965 and the present time? If so, could you please provide the figures. 2) Has there been any recent analysis of the irrigators' ability to pay? If so, could you please provide me with a copy. 3) Do I correctly assume that the current repayment contract contains no provision for increasing obligations of ability to pay? If there is, could you please provide the site. 4) In the President's Water Policy Message where it states the need to improve irrigation contracting, does this apply to water service as well as repayment contracts? 5) As I understand the procedures, revenues from Power and M&I water sales may be used to repay costs allocated to the irrigation function which are beyond the ability to pay. In the case of the Bonneville Unit, if the irrigators ability to pay is increased, what does this do to the power-revenue money? 6) If the project were to continue as contemplated without contract changes, would the amount of reimbursable costs to be repaid from the Bonneville Unit and the CRSP power revenues increase? If so, by approximately how much? 7) Will there ever be years when surplus revenue is produced by the CRSP projects? If so, how much will be produced and how will it be apportioned? 8) Could you please provide me with the data that was used to determine the power repayment capability? 9) Are the power rates that are used based on current cost data?
