Show United States Department of the Interior WATER AND POWER RESOURCES SERVICE WASHINGTON, D.C. 20240 IN REPLY REFER TO: 15 FEB 1980 Mr. Peter Carlson Washington Representative Environmental Policy Center 317 Pennsylvania Avenue, SE Washington, DC 20003 Dear Mr. Carlson: Thank you for your letters of January 30, and February 10, 1980, stating your interest to be informed or invited to contract discussions for the Central Utah Project. The Central Utah Water Conservancy District entered into a repayment contract with the United States in December 1965. That contract has a maximum repayment obligation of $156,807^000, of which $102,400,000 is for municipal and industrial water. Current construction obligations are within $28,300,000 of the total district repayment obligation under the 1965 repayment contract. Without additional repayment commitment by the district, construction of some features of the Bonneville Unit may not be possible. The conservancy district desires to enter into negotiations with us for a contract to provide for the additional repayment required so that construction can proceed as planned. Representatives of the district, at the district's request, met with me and members of my staff on February 7, 1980, to present its views regarding various contracting alternatives. No contract terms or conditions were discussed and no issues were negotiated. We are studying various contracting options and expect to arrive at a conclusion soon as to a basis for proceeding with formal negotiations with the district. By copy of this letter, your request is being sent to the Regional Director in Salt Lake City, Utah. Following my approval of the basis to negotiate a contract, a Federal Register notice will be published concurrently with appropriate local news coverage announcing our intent to begin negotiations. Following these announcements, I am asking the Regional Director to provide you advance notice of any meetings which the Service may schedule to discuss terms and conditions |
