' f l u , is not diverted to the Bonneville area, it would not be lost to the State of Utah but could be efficiently and effectively used in eastern /U6VYV^V\n Utah in the Uinta Basin by containment and diversion from the existing J ±: Starvation Dam. There are reasons to think that a better use for a • r**^*^4^ portion of the 35,000 a.f. might be to more optimally balance popula-r ' tion growth, with particular reference to the land exchanges now ° r K A X i ^ being examined between the State and BLM for oil shale development - -^XrW-cX ^ the e a s t e r n portion of the State. • _ 7.
