The occupancy rate reported is based on staffed beds as opposed to the usually larger number of licensed beds. Utah's hospital occupancy rate declined between 1982 and 1988, while the nation's dropped between 1981 and 1986. This coincides with the introduction of prospective (fixed price) payments by Medicare and others, based upon classification of admissions by "Diagnostic Related Groups" (DRG's). Utah began to experience an increase in occupancy rates in 1989, which continued through 1990. The U.S. also increased slightly between 1988 and 1990. The Utah:U.S. comparison shows that the hospital occupancy rate for Utah is about nine-tenths that of the nation, and has decreased slightly over the 10-year period examined.
