Show 485 Authority is given broad power to enable it to carry out the responsibilities with*which it is charged.443 The operation of dams and reservoirs is to be primarily for the purposes of promoting navigation and controlling floods, with operation for power generation to be consistent with these primary purposes.44* Under the terms of the Act, the President is directed to recommend legislation for comprehensive development of the Tennessee drainage basin which would foster the "orderly and proper physical, economic, and social development" of the area.445 In addition, such recommended legislation must be for the declared special purpose of bringing about: ^ (1) the maximum amount of flood control; (2) the max- imum development of said Tennessee River for naviga- tion purposes; (3) the maximum generation of electric power consistent with flood control and navigation; (4) the proper use of marginal lands; (5) the proper method of reforestation of all lands in said drainage basin suit- able for reforestation; and (6) the economic and social well-being of the people living in the said river basin.
