Show 454 jected by the House Committee.277 This amendment would have created a Commission made up of one representative each from the Departments of Agriculture, the Army, and the Interior, one from the Federal Power Commission, and a resi- dent of the Basins not an official or employee of the United States. In addition, the governor of each affected state was to appoint a representative as a member of an advisory commit- tee to participate in the meetings of the Commission.278 The Commission's report was to be submitted to the President and transmitted to Congress. The Conference Committee rejected this Senate amendment, substituting in its place a provision authorizing the Army En- gineers to conduct a survey. It stated that "such a study can be accomplished and the results coordinated with the appro- priate Federal and State agencies under existing procedures of the Corps of Engineers as governed by law and administra- tive procedure." 279 The conference provision became law, un- der which the Army Engineers will make an examination for flood control and allied purposes with a view to developing for this region:280 comprehensive, integrated plans of improvement for navigation, flood control, domestic and municipal wa- ter supplies, reclamation and irrigation, development and utilization of hydroelectric power, conservation of soil, forest and fish and wildlife resources, and other beneficial development and utilization of water resources including such consideration of recreation uses, salinity and sediment control, and pollution abatement as may be provided for under Federal policies and procedures, all to be coordinated with the Department of the In- terior, the Department of Agriculture, the Federal 277 H.
