RENNE The President; The White Houses Dear Mr. President: As an aid to the Commission in its appraisal of the Nation's water-resources polioy, pursuant to Executive Order No. 10095 and your letter of January 3, 1950, the Commission's legal staff undertook a comprehensive study and review of existing water-resources legislation. Reports on the relevant law, together with summaries, were prepared for the Commission in June 1950. Thereafter, the Commis- sion direoted that the survey be prepared for publication. For the first time, an attempt has been made to group for comparative review the more significant aspects of the numerous laws concerning water resources. I take pleasure in submitting to you the resulting volume III of the Commission's report, entitled "Water-Resources Law." In doing so, I wish to point out that the Commission's legal staff was composed largely of attorneys detailed from the various federal agencies. To those individuals and to the agencies, the Commission expresses its appreciation. Moreover, I wish to note that, in large measure, the many long hours required in preparation of this volume were contributed from time available after performance of the regular duties of the individuals involved.
