How- ever, Congress has not attempted to enumerate in detail the types of irrigation features which are authorized to be con- structed in connection with irrigation projects.18 With the beginning of large-scale irrigation operations, drainage works were undertaken in the face of rising water tables and attendant water logging and resulting soil alkalinity on several projects.19 Extensive drainage investigations and construction continued.20 Moreover, it has been specifically held that the "necessity for drainage follows irrigation on an extensive scale almost as a matter of course."21 Drainage work may be undertaken in connection with federal irrigation projects either as an incident of construction, or as an incident of operation and mainte- nance.22 Some 3,500 miles of drains are embraced in the oper- ating program of the Bureau of Reclamation for the fiscal year 1951.28 Water Supply Generally, the supplying of water for domestic, municipal, stock-watering, and industrial purposes is largely a matter of MFor example, during the fiscal year 1912-1913, drainage studies and Investigations were carried on in connection with 17 projects, and a sub- stantial amount of drainage construction had been- accomplished as a part of projects.
