Show 231 the price exceeds actual bona fide value excluding incre- mental value arising from the construction of the project.466 "Incremental value" has been defined in practice as the amount realized from the sale of land in excess of the original appraisal, plus the appraised value of improvements, plus construction charges paid, plus twice the amount of any previous payments to the district.467 Reference to the administrative implementation of Section 46 in the case of the Central Valley Project, California, will be informative.
