Show 481 previous treaties regulated the use of waters for navigation only and that it was desirable to fix the rights of the two Coun- tries in order to obtain "the most complete and satisfactory utilization" of the waters of the Rio Grande and the Colorado and Tijuana Rivers.413 The treaty also provides for allocation of waters to each country,414 construction of main channel works,415 investigations and preparation of plans for flood-con- trol work418 and hydroelectric power-generation works,417 reser- voir regulation,418 and operation of the projects.419 Tennessee Valley.-In 1933, the Federal Government un- dertook the basin-wide development of the Tennessee River Valley for multiple uses, under unified legislation designed:420 to improve the navigability and provide for the flood control of the Tennessee River; to provide for reforesta- tion and the proper use of marginal lands in the Ten- nessee Valley; to provide for the agricultural and indus- trial development of said Valley; to provide for the national defense.
