Show 635 things, by their treatment or use of land.788 It further specifies that, in arid or semiarid sections, payments may be measured by water-conservation measures on individual farms, including measures to prevent run-off, the building of check dams and ponds, and facilities for applying water to the land.759 In the 1948 Water Pollution Control Act, Congress author- ized limited appropriations for grants to states and interstate agencies for investigations, research, surveys, and studies of industrial waste pollution, and also authorized limited appro- priations for limited grants to such agencies to aid in financing the cost of project planning and design.760 Loans are also authorized to any state, municipality, or interstate agency for the design or construction of treatment works to prevent raw waste discharge into navigable streams.761 The Rural Electrification Administration may make loans at low interest rates in aid of rural electrification.762 As to additional measures of federal assistance, reference is made to the more detailed discussion elsewhere of the several statutes making the following provisions for financial and tech- nical assistance: Federal cooperation with the states in the production and distribution of forest-tree seeds and plants for reforestation;763 Investigations, experiments, and tests for forestry pur- poses;764 Cooperative arrangements between the Federal Government and private owners for sustained-yield forest management;765 Cooperative arrangements with state governments for the provision of technical services respecting forest management soil erosion * * *;" and (5) the reestablishment of farm purchasing power. § 7 (a), 49 Stat. 1148,16 TJ.
