Show 624 the wildlife therein so as to leave them unimpaired for the enjoyment of future generations.703 Wildlife refuges are ac- quired to return such areas to their natural conditions under the Migratory Bird Conservation Act, which authorizes the acquisition of land and water areas to implement the Migratory Bird Treaty Act.704 Other refuges have been established by- separate acts.705 Construction of Water Facilities.-To a large extent, the character of the land which leads to its reservation or acquisi- tion for national forests, national parks, grazing districts, and similar uses, may limit its water-resource use. The national forests are established from "public lands wholly or in part covered with timber or undergrowth," or acquired out of "forested, cut-over, or denuded lands." 7O6 The Taylor Grazing Act concerns lands "chiefly valuable for grazing and raising forage crops"-but not a part of the national forests, national parks and monuments, Indian reservations, and cer- tain other lands.707 The purpose of establishing national parks and wildlife refuges is primarily to maintain or return natural objects to their natural condition.708 Thus, the primary purposes for which all these lands are to be used do not necessitate extensive works for the direct develop- ment of water resources. Multiple-Purpose Land Use.-While lands may be ac- quired, administered, and used for specified primary purposes, all or parts of these areas and their water resources may also be adaptable to multiple uses for other purposes, such as graz- ing, recreation, and the protection of wildlife. 708 Act of August 25, 1916, § 1, 39 Stat. 535, 16 U.
