Show 189 ment plans, such investigations, surveys, and studies to be carried on by said Bureau either independently, or in cooperation with State agencies and other Federal agen- cies, including the Corps of Engineers and the Federal Power Commission * * * which may be used to execute detailed surveys, and to prepare construction plans and specifications for specific projects or parts of projects until appropriations are available for con- struction thereof * * * Provided further, That the expenditure of any sums from this appropriation for investigations of any nature requested by States, muni- cipalities, or other interest shall be upon the basis of State, municipality, or other interest advancing at least 50 per centum of the estimated cost of such investi- gations. An appropriation of over $5,000,000 for a somewhat similarly phrased purpose in the General Appropriations Act, 1951, contains a further provision that, except as to certain investi- gations in Alaska, "no part of this appropriation shall be ex- pended in the conduct of activities which are not authorized by law."
