Show IX. Colorado River Storage Project and Participating Projects A. APPROPRIATION OF FUNDS BY THE UNITED STATES CONGRESS FISCAL YEAR 1968 On January 24, 1967 President Johnson in the annual budget message to the Congress recommended a construction program of $54,932,500 for the Colorado River Storage Project and participating projects. Of this total $43,832,500 were recommended to finance activities of the Bureau of Reclamation, $2,350,000 the National Park Service, $1,900,000 the Bureau of Sport Fisheries and Wildlife, and $6,850,000 for the Bureau of Indian Affairs to be used for construction of Navajo Indian Irrigation Project. Due to anticipated delays and construction revenues the program was recommended to be underfinanced by $3,511,500, making new monies to be appropriated $44,960,000 with $35,410,000 to the Upper Colorado River Basin Fund, $4,250,000 to the National Park Service and Bureau of Sport Fisheries and Wildlife, and $5,300,000 to the Bureau of Indian Affairs. The President's budget also contained an item of $6,583,000 for Operation and Maintenance of the Colorado River Storage Project. The Colorado River Storage Project Act provides in Section 5 (c) that all revenues collected in connection with the operation of the Project and participating projects shall be credited to the Upper Colorado River Basin Fund and shall be available without further appropriation for defraying the costs of operation, maintenance, replacement, and emergency expenditures for all facilities of the Project and participating projects. Operation and maintenance costs allocated to Flood Control and Fish and Wildlife facilities are nonreimbursable in accordance with Section 6 of the Project Act, and are to be financed by appropriated funds . The fiscal year 1968 Operation and Maintenance program for the Upper Colorado River Storage Project provided for operation and maintenance activities on the Flaming Gorge, Glen Canyon, Navajo, and Curecanti Storage Units; the transmission lines, and Central Utah, Vernal Unit; Emery County; and Seedskadee participating projects. The program also provided for the continued purchase of power to cover requirements caused by diminutions in energy generation and capacity impairment created at Hoover Dam power-plants as the result of operations of dams and reservoirs of the Colorado River Storage Project, and provides for quality-of-water studies. 79 |
