Show Congressional Hearings on Upper Colorado River Basin Projects During the 1967 Water Year there were no Congressional hearings on separate Bills to authorize individual storage units or participating projects of the Colorado River Storage Project. The Subcommittee on Irrigation and Reclamation of the House Committee on Interior and Insular Affairs held hearings March 13-17, 1967 on H. R. 3300 and similar Bills to authorize the construction of a Colorado River Basin Project. The Subcommittee on Water and Power Resources of the Senate Committee on Interior and Insular Affairs held hearings May 2 - 5, 1967 on S. 1004 and S. 1013, Bills to authorize the construction of a Central Arizona Project, and S. 861, S. 1242 and S. 1409, Bills to authorize the construction of a Colorado River Basin Project. Each of the above-mentioned Bills contained a section to authorize the construction of five participating irrigation projects of the Colorado River Storage Project, These projects were the proposed Animas-La Plata Project in Colorado and New Mexico, the Dolores, Dallas Creek, West Divide, and San Miguel projects in western Colorado. A number of other proposed participating irrigation projects in Colorado, Utah and Wyoming were to be given priority for the completion of planning reports had any of the Bills been enacted into law. Representatives of each of the four Upper Division States of the Colorado River Basin presented testimony on the above Bills at the hearings in Washington. Because there were differences of opinion among the members of the Upper Colorado River Commission concerning the provisions of the various Bills, unified support for any one Bill was lacking, and the Commission, as such, did not submit testimony on any of the Bills at Congressional hearings. As in previous years, the Upper Colorado River Commission provided leadership by having its witnesses joined by those from its member States, the Central Utah Water Conservancy District, and members of the Congressional delegations of the Upper Division States in presenting testimony to Subcommittees of the House and Senate Committees on Appropriations in support of funds for the continuation of construction, operation and maintenance, advance planning, and investigations of storage units and participating projects of the Colorado River Storage Project and other facets of the federal reclamation program. 39 |
