Using averages, it appears that under the assumptions that there could be an annual pickup of two tons of total dissolved solids per acre, and the proposed standard of FWPCA were to be enforced, the TDS would almost reach the allowable limit at Imperial Dam as soon as the Fryingpan-Arkansas, San Juan-Chama, and Navajo Indian Irrigation projects become operable, and that any further Upper Basin water development would cause the TDS limit to be exceeded - even on an annual average basis. In the interest of protecting and assuring the presently contemplated and future consumptive uses of Colorado River system water to the limits of its availability under the Colorado River Compact, the Upper Colorado River Commission decided on strong and firm action to prevent the promulgation of "specific numerical criteria" that would establish quantitative criteria for dissolved solids in the waters of the Colorado River System until studies currently being made by agencies of the Department of the Interior have been completed and reports thereon have been made available to the Colorado River Basin States. At its combined Adjourned Regular and Annual Meeting at Moran, Wyoming on September 21, 1967 the Commission unanimously adopted the following resolution on this subject. 35 |
