R. 3300 IN THE HOUSE OF REPRESENTATIVES January 23, 1967 Mr. ASPINALL introduced the following bill; which was referred to the Committee on Interior and Insular Affairs A BILL To authorize the construction, operation, and maintenance of the Colorado River Basin project, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, TITLE I - COLORADO RIVER BASIN PROJECT: OBJECTIVES SEC. 101. That this Act may be cited as the "Colorado River Basin Project Act." SEC. 102. The Congress recognizes that the present and growing water shortages in the Colorado River Basin constitute urgent problems of national concern, and accordingly authorizes and directs the National Water Commission established in title II of this Act and the Water Resources Council, established by the Water Resources Planning Act (Public Law 89-80), to give highest priority to the preparation of a plan and program for the relief of such shortages, in consultation with the States and Federal entities affected, as provided in this Act. This program is declared to be for the purposes, among others, of regulating the flow of the Colorado River; controlling floods; improving navigation; providing for the storage and delivery of the waters of the Colorado River, for reclamation of lands, including supplemental water supplies, for municipal, industrial, and other beneficial purposes; improving water quality; providing for basic public outdoor recreation facilities; improving conditions for fish and wildlife; and the generation and sale of hydroelectric power as an incident of the foregoing purposes. TITLE II - THE NATIONAL WATER COMMISSION; INVESTIGATIONS AND PLANNING SEC. 201. (a) There is established the National Water Commission (hereinafter referred to as the "Commission"). (b) The Commission shall be composed of seven members, who shall be appointed by the President and serve at his pleasure. No member of the Commission shall, during his period of service on the Commission, hold any other position as an officer or employee of the United States, except as a retired officer or retired civilian employee of the United States. (c) The President shall designate the Chairman of the Commission (hereinafter referred to as the "Chairman") from among its members. (d) Members of the Commission may each be compensated at the rate of $100 for each day such member is engaged in the actual performance of duties vested in the Commission. Each member shall be reimbursed for travel expenses, including per diem in lieu of subsistence, as authorized by law (5 U.S.C. 73b-2) for persons in the Government service employed intermittently. (e) The Commission shall have an executive director, who shall be appointed by the Chairman with the approval of the President and shall be compensated at the rate provided by law for level IV of the Federal Executive Salary Schedule. The executive director shall have such duties and responsibilities as the Chairman may assign. SEC. 202. (a) The Commission shall (1) review present and anticipated national water resource problems, making such projections of water requirements as may be necessary and identifying alternative ways of meeting these requirements - giving consideration, among other things, to conservation and more efficient use of existing supplies, increased useablity by reduction of 53 |
