Show for construction of El Vado Dam outlet works was completed in February. The contract for construction on the Oso Tunnel, Diversion Dams, and appurtenant structures was 63 percent complete. A contract for earth work and structures for Azotea Creek channelization was awarded to Herren-Strong, Inc., on August 14, 1967, and was about seven percent complete. A contract for construction of Heron Dam and relocation of State Highway No. 95 was awarded to Universal Constructors, Inc., of Albuquerque, New Mexico on September 8, 1967. 4. UTAH a. Central Utah Project (Initial Phase) The Central Utah Project (initial phase) will provide water for irrigation, municipal and industrial use, and power generation. Benefits also will be realized in the fields of outdoor recreation, fish and wildlife conservation, flood control, water quality control, and area redevelopment. The initial phase consists of four units. Largest of these is the Bonneville Unit which involves diversion of water from the Uinta Basin to the Bonneville Basin and associated developments in both basins. The other three authorized units - the Vernal, Upal-co, and Jensen - provide for local development in the Uinta Basin. i. Bonneville Unit Under the Bonneville Unit the potential Strawberry aqueduct will intercept flows of Uinta Mountain streams as far east as Rock Creek and convey the water to the existing Strawberry Reservoir which will be enlarged by construction of Soldier Creek Dam downstream from the present dam. The stored water will be released through the Wasatch Mountains to the Central Utah area. Through various exchanges and by the construction of new facilities, the water will be made available to an area extending from Salt Lake City to Nephi, about 75 miles south. Starvation Reservoir on Strawberry River with a feeder canal from Duchesne River will develop water for use in the Uinta Basin. The definite plan report for the Bonneville Unit did not include diversion of water to the Sevier River Basin, but at the request of the Utah Water and Power Board the Bureau of Reclamation investigated that possibility. The Bureau of Reclamation reported in 1967 that 36,000 acre-feet of water annually could be diverted to the Sevier River Basin for supplemental irrigation in that area without adversely affecting the economy of the Bonneville Unit.
