Show Subsequently, Senators Kuchel (California) and Moss (Utah) on February 7, 1967 introduced S. 861, Senators Allott and Dominick (Colorado) introduced S. 1242, and Senator Moss (Utah) introduced S. 1409. These three Bills, although different from each other and from H. R. 3300 (Aspinall) in details, like H. R. 3300 evolved from the regional Bill, H. R. 4671, of the 89th Congress. Action in House of Representatives on H. R. 3300 The Irrigation and Reclamation Subcommittee of the House Committee on Interior and Insular Affairs held extensive hearings May 13-17, 1967 on H. R. 3300 and on S. 20, the National Water Commission Bill "To provide for a comprehensive review of national water resource problems and programs, and for other purposes." H. R. 3300 was not "marked up" nor reported to the Committee on Interior and Insular Affairs of the House by the date of this report nor during the First Session of the 90th Congress. Action in the Senate on S. 1004 and Related Bills The Subcommittee on Water and Power Resources of the Committee on Interior and Insular Affairs of the Senate held hearings on S. 1004, S. 1013, S. 861, S. 1242, and S. 1409, Bills to authorize the construction, operation, and maintenance of the central Arizona project (Arizona-New Mexico), and Colorado River Basin Project on May 2-5, 1967. The leadership of the Interior and Insular Affairs Committee refused to allow further consideration of the legislation by its Subcommittee on Water and Power Resources. "Mark up" of the legislation with S. 1004 as the base was done by the full Committee on June 9, 22, 23, 27, 28 and 29, 1967. S. 1004 with an amendment in the nature of a substitute was reported by the Committee on Interior and Insular Affairs to the Senate on July 25, 1967. The Bill, S. 1004, amended, was passed by the Senate on August 7, 1967. Subsequent Actions in the Congress H. R. 3300 did not progress in the House of Representatives beyond hearings by the Subcommittee on Irrigation and Reclamation. Leadership of the House Committee on Interior and Insular Affairs agreed to postpone further action on this Bill until early in 1968. During August the Committee by motion suspended action on new legislation until January 1968. On September 20, 1967 Senator Hayden of Arizona, Chairman of the Senate Committee on Appropriations, threatened to delete $11,-449,000 from the President's budget request of $21,015,000 for continuing construction of the Fryingpan-Arkansas Project in Colorado 42 |
