Show tion projects will consume water of the Upper Colorado River System for irrigation, municipal and industrial purposes, and will participate in the use of revenues in the Upper Colorado River Basin Fund to help repay the costs of irrigation features beyond the ability of the water users to repay. As noted in the Upper Colorado River Commission's Eleventh Annual Report, the construction of the Pine River Project Extension in Colorado has been indefinitely deferred. It was also recorded in the Thirteenth Annual Report that it had been concluded that the construction of the LaBarge participating project in Wyoming should be indefinitely deferred. A brief description of each of the authorized participating irrigation projects and the status of its construction as of the date of this report follows: 1. COLORADO a. Paonia Project Paonia Dam was completed in January 1962 and was dedicated on September 29, 1962 - the first participating project of the Colorado River Storage Project to be completed. Responsibility for operating and maintaining the dam was transferred to the North Fork Water Conservancy District on June 1, 1962. Recreation facilities have been constructed and are in use. The project is located near Paonia and Hotchkiss in west-central Colorado on the North Fork of Gunnison River. Water stored in the 21,000-acre-foot capacity Paonia Reservoir is distributed to project lands through the enlarged and extended Fire Mountain Canal. Irrigation water supply is supplemented for 13,070 acres of land previously irrigated and a full water supply provided for 2,230 acres of new land. Fish and wildlife values in the area have been enhanced, and flood damages decreased. The cost of maintaining the relocated Colorado Highway No. 133 in the vicinity of Paonia Reservoir has been much higher than expected. The Bureau of Reclamation has completed field studies for modifying three reaches of the highway as a means of reducing the high maintenance cost and improving public safety. The remedial work is scheduled to be initiated during 1968. The Bureau of Reclamation has consulted with representatives of the Colorado Highway Department during the course of its studies for corrective work on the highway. The plan selected is in accordance with recommendations of the State of Colorado. 106 |
