Show The total fiscal year 1968 0 & M program of $6,583,000 will be funded with $30,000 advanced by the water users and $6,553,000 by revenues received from the sale of electrical energy and water. The Upper Colorado River Commission on March 16, 1967 submitted testimony to the Subcommittee on the Department of Interior and Related Agencies of the Committee on Appropriations of the House of Representatives in support of construction funds for the Navajo Indian Irrigation Project. Witnesses representing the Upper Colorado River Commission and various entities in the States of New Mexico and Utah on May 9 and 10, 1967 presented testimony to the Subcommittee on Bureau of Reclamation and Interior Power Marketing Agencies of the Committee on Appropriations of the Senate and to the Public Works Subcommittee of the House Appropriations Committee. On July 27, 1967 the House of Representatives passed H. R. 11641, its Public Works Appropriation Bill for Fiscal 1968. The House approved $41,260,000 or $3,311,000 less than requested in the President's budget. Among the changes made by the House were to: increase the amount for the Glen Canyon Unit from $1,233,000 to $1,563,000; increase the Transmission Division from $5,873,000 to $7,077,000; reduce Central Utah Project from $11,145,000 to $8,300,000; reduce Drainage and Minor Construction from $1,496,500 to $996,500; and reduce Recreational and Fish and Wildlife Facilities from $4,250,000 to $2,750,000. On October 10, 1967 the Senate passed H. R. 11641 with an increase in anticipated underfinancing of $260,000, thus reducing the total from $41,260,000 to $41,000,000. The Conference Committee's Report (House Report No. 280) was approved by the Congress on November 7, 1967 containing the same appropriations for the Colorado River Storage Project and participating projects as approved by the Senate. The Public Works Appropriation Act for 1968 (H. R. 11641) again contains language with reference to the protection of Rainbow Bridge National Monument, as follows: "Provided, That no part of the funds herein appropriated shall be available for construction or operation of facilities to prevent waters of Lake Powell from entering any national monument." Table IX (a) illustrates a general recapitulation of action by the First Session of the 90th Congress with regard to appropriations of funds for the construction program of the Colorado River Storage Project and participating projects. 80 |
