Show H. R. 3300 (Aspinall) S. 1004 (Hayden) (1) estimate growth of consumptive water use and availability in Colorado River Basin (and major constituent parts) to 2030; (2) investigate water supplies to meet needs in Colorado River Basin including reducing losses, importing from outside basins, desalination, weather modification, and others; (3) investigate undeveloped water projects on Colorado River and tributaries for replacement or exchange; (4) investigate, with other agencies feasibility of water quality development plans in Colorado River Basin; (5) investigate water conservation utilization practices in Colorado River Basin; (6) investigate water supplies in states of possible import sources for Colorado River Basin, needs in areas of origin for all purposes, excess amounts available for export to Colorado River Basin; (7) investigate needs of areas, outside Colorado River Basin natural drainage, feasibly served by en route importation. (b) Secretary to make a reconnaissance report on staged plans to satisfy Sec. 206 (a), conforming with Sec. 207. (c) First-stage plan will include, but not limited to import works for 2.5 maf annually in Colorado River below Lee Ferry, satisfaction of Mexican Treaty and losses. First-stage plan may include: (1) up to 2 maf per year in Colorado River for Lower Basin; (2) up to 2 maf per year in Colorado River system for Upper Basin, directly or by exchange; (3) up to 2 maf more to serve users en route, if Secretary finds need and marketability. (d) Mexican Treaty satisfaction is National obligation. Upper and Lower Basins relieved from III (c) when proclamation made as in 305 (b) of this Act. <e) Secretary to make annual progress reports to Commission, President, and Congress.
