Vacancies. their respective duties, such as may be deemed expedient' and also to require all officers appointed aa aforesaid, to take an oath for the faithful performance of thie:duties of their respective offices. et city gEC jq r['[le Q[iy Council shall have power and authority to make, ordain, establish, and execute all such ordinances, not repugnant to the Constitution of the-United State*, or of this State, as they may deem necessary for jhe peace, benetit, good order, regulation., convenience, and cleanliness of said city,-for the protection of property therein, from destruction by fire or otherwise; and, fo,v the health and happiness thereof They shall have power to till all vacancies that m->y happen, by death, resignation, or removal, in any of the others herein made, elects tive; to iix and establish all the fees of the officers of said corporation, not herein established; to impose such fined not exceeding one hundred dollars for each offence, a.s they may deem just, for refusing to accept, of any. offiye in or under the corporation, or for miacondlict therein; to divide the city into wards, and specily the boundaries thereof, and create additional wards; to add to the number of Aldermen and Counselors, and apportion them among the several wards, as may be just,-. ?thd most conducive to the interest of the city. Sec. 11. To establish, support, and regulate common schools; to borrow money on the credit of tb« city,-provided that no sum or sums of money be borrowed on a greater interest than six per cent per annum,-nor shall the interest on the aggregate of all the sums borrowed, and outstanding, ever exceed one half of the city re-Venue, arising from -taxes assessed on rftal estate within this corporation. ¦ Sec. 12. To make regulations to prevent the duction of contagious diseases into the city, to quarantine laws for that purpose, and enforce the Sec. 13. To appropriate and provide for ihe payment of the expenses and debts of the city. Sec. 14. To establish hospitals, and make regulations for the government of the same; to make, regulations to secure, the general health of the inhabitants; -to."declare what shall be nuisances, and to prevent and remove the same.
