If-any person or persons shall establish a Restriction. Ferry or Bridge across the Malad, without the . grant of the Governor and Legislative Assembly, he or they shall forfeit and pay to the people of the 'territory of Utah, the sum of five hundred dollars., to be collected as aff action of debt. in case gran- ^ec. 9. In case said Young and others shall fail to ue»»h»ii fail, establish said Ferry or Bridge, according to the provisions of this Act, the Governor may appoint some other person or persons to establish the same as herein contemplated.
