Of the total, $512,436, the snln of $177,790 is q)ecially appropriated by Congress to be devoted to specified schools. Another rednction in expense for the year has been made by dis-pensing with the services of the six district supervisors of educatiou and the special agent for the Indian school service. Onegeneral school supervisor has been substituted, and possibly another may be found 4 advisable. The work of scliool supervison is now done by the snper-intendent of Indian schools, assisted by the general supervisor, and by Indisu inspectors and special agents who are constautly goiugabont among the reservations and can give attention to school as well as agency matters. In making my estimates for the fiscal year ending June 30,1895, I have asked only for such appropriations as are absolntely required for the support of the Indian school service. The aggregate is $2,159,600, and in niy opinion any reduction in the amounts asked for will to just that extent reduce the efficiency of the service and retard its progress. MODIFICATION OR CIVIL SERVICE RU1,ES. Under an Executive order issued in the summer of 1891, the opera-tion of the civil-service lam was extended over physicians, teachers, matrons, and school superintendents in the Ind~ause rvice. This in-cludes not only %he superintendents who carry on schools where the Indian agents are responsible for the school property and expenditures, but also bonded superintendents-those who have entire responsibility, under heavy bonds, for everything connected with their schools, inclnd-ing finaucial management and property interests.
