He comments on the need for irrigation of the reservation, sanitary conditions, and the effect of alcohol on the civilization of the Indians. S. Ute Agency Price, H., Commissioner of Indian Affairs Patten says that if the Utes are off the reservation it is because there are no provisions for them at the agency.
