Provo Club Year of 1926-27 This year Utah took first place in the sale of emblems for the Western Division. The Roosevelt Club was the one lone child born to the Federation. Special effort was made during this year to promote friendliness and good fellowship in the Federation. Forty delegates attended Biennial at Oakland. Provo Club Year of 1930-31 During this year, the Utah Federation divided into four districts and adopted the conference plan of organization with a general chairman for each district appoint ed by the Executive Board. In this year, we find a definite recom mendation from the State President to raise the membership dues from fifty' cents "in order to maintain the high standards al ready set by our state and to successfully compete with other State Federations." The efficiency standard was adopted as the basis of state program co-ordination.
