Show Phase II is an optional, restoration-oriented phase which assumes a larger budget and a complete exterior and interior aesthetic restoration, plus an entirely new mechanical system. Other Phase II work would include a landscaping upgrade, a new stucco skim coat and repainting ofthe entire exterior, complete reroofing, including additional structural upgrading of the roof renovating the Ambulance Room inside and out, adding a small connecting room, and replacing the old steam heating system with a new forced-air heating and cooling system. The anticipated costs of Phase I and II are $188,855.00 and $181,594.00 respectively, .if done years apart. These costs do not reflect the saving that could be realized if volunteers or city crews did the demolition work or helped with such tasks as preparation for painting. Significant costs would also be saved if all the work were done in a single phase. This is because a new heating and cooling system now would eliminate the need to spend $35,000.00 upgrading the existing heating and ventilating system. Similar examples of reducing redundancies could be cited. Doing all of the work now would also reduce the costly effects of inflation and having two, separate construction projects. Although we have defined two phases for the City's convenience, our best recommendation is that one, well-conceived phase be designed by combining the needed tasks from the two phases we have described. Our estimate of the cost of a combined, single phase is $315,000.00. 13 |
