Show walls behind are brick, not concrete. It may be that the brick is a veneer over concrete walls, or it may have been decide to build all of the walls out of brick rather than concrete. Without major exploratory demolition, the actual nature of all the walls may not be determined. The tops of the perimeter walls in the south attic are entirely of brick and appear to be 12 to 16- inches thick O.e. 3 or 4 brick wide). These indicate substantial walls for what is mostly a one-story structure. Assuming all of the walls are brick, we do not know if or how they were reinforced. Since the plans called for the walls to be reinforced (concrete), the brick walls may have been reinforced with metal straps as was the custom in those years. We have verified that some of the other structural details called for were installed as designed. For example, the bottoms of the rafters sit on a double 2 X 8- plate bolted into the tops of the outside bearing wall. The floor and roof structures are wood-framed and appear to have been built as designed. The roof ridge posts and diagonal truss bracing called for in the building sections on sheet -No.4- are in place. The butted 1 X 10- roof sheathing is in place and in good condition, as is all of the structured lumber observed. The 2 X 8- rafters at 16- on center are as called for. Although the building was not designed to resist seismic forces (no seismic forces being in effect), the building shows no evidence of having been damaged by the earthquake activity in Lehi over the last 70 years. There are neither settling nor seismic cracks in the exterior or interior walls, floors or ceilings. The structure has therefore performed well in the light-to-moderate seismic activity it has experienced. The Uniform Building Code provides for local building officials to waive code requirements for historic buildings such as the Memorial Hall. Section 104 (f) of the 1988 !l6.Q reads: Historic Buildings. Repairs, alterations and additions necessary for the preservation, restoration, rehabilitation or continued use of a building or structure may be made without conformance to all the requirements of this code when authorized by the building official, provided: The building or structure has been deSignated by official 1. action of the legally constituted authority of this jurisdiction as having special historical or architectural significance. Any unsafe conditions as described in this code are 2. corrected. The restored building or structure will be no more 3. hazardous based on life safety, fire safety and sanitation than the existing building. 7 |
