Cooper MS, and Christian Anderson 2001 Utah Homicides: 69 The Utah Bureau of Criminal Identification (BCI) defines murder as, "the willful (non-negligent) killing of one human being by another." Some deaths, such as those charged as manslaughter or child abuse are not counted as homicides. In 2001, Utah's homicide rate was 3.2 per 100.000 population. Despite a jump of 39.1% over the 2000 rate, Utah's rate remains well under the national homicide rate of 5.6 per 100,000 population (Table 1). From 1995 to 2000, both the U.S. and Utah experienced a steady decline in murder rates, and Utah has consistently had a homicide rate between about one-third and one-half that of the U.S. Of the thirteen western states, Utah has the eighth highest murder rate. With continued vigilance by police agencies, the improvement of neighborhood watch programs and the work of mental health professionals, Utah should maintain its relatively low homicide rate.
