May 1 (legislative day, April 21), 1947.-Ordered to be printed Mr. Aiken, from the Committee on Expenditures in the Executive Departments, submitted the following Report [Pursuant to Public Law 601, 79th Cong.] The Committee on Expenditures in the Executive Departments has adopted and ordered reported the following report: Introduction Pursuant to the provisions of section 102(g)(2)(A) of the Legislative Reorganization Act of 1946 (Public Law 601, 79th Cong.), the Committee on Expenditures in the Executive Departments has examined the report of the Comptroller General, dated January 27, 1947, in which questions were raised as to the authority of the Navy Department to construct an aqueduct near San Diego, Calif. The Comptroller General's report (S. Doc. No. 7, 80th Cong.) was made in accordance with the provisions of section 312(c) of the Budget and Accounting Act, 1921 (42 Stat. 26), requiring the Comptroller General to report to the Congress any expenditure or contract made by a department or establishment in violation of law.
