Show of temporary or emergency buildings and facilities * * * needed by the Navy and specifically approved by the Secretary, including collateral public works items, T* *P *?* The Secretary of the Navy is authorized, in accordance with the provisions of the Act approved April 4, 1944 (Public Law 289) to enter into contracts for public works or equipment, materials, and construction, including collateral public works items and the acquisition of land, in the amount of not to exceed $1,474,931,400 * * *. History Construction of the aqueduct was initiated pursuant to a report1 filed by an interdepartmental committee constituted by President Roosevelt in the autumn of 1944. This committee found that there was a serious need of an additional water supply for the city of San Diego due to the large military and naval establishments and war industries located in the area, and recommended that an aqueduct be constructed with Federal funds to connect one of the existing city reservoir systems with the aqueduct operated by the Metropolitan Water Authority, which carries water from the Colorado River to the Los Angeles area. It was originally proposed that the new aqueduct should be constructed by the Navy Department and that the expense should be shared between the War Department, the Navy Department, and the Federal Works Agency. Although the interdepartmental committee rendered its report in November 1944, no contracts for the construction of the aqueduct were let until March 1945.
