No. 717, 80th Cong., 2d Sess., Appendix No. 1203, (2d Ed. 1948). This contract provided that United States construct the forebay and substructure for Parker Power Plant. The cost of constructing the forebay would be paid by the M.W.D., and that of the substructure shared equally by United States and the M.W.D. 3. Supplemental Contract for Construction of Power Plant at Parker Dam, April 7, 1939. See Wilbur & Ely, Hoover Dam Documents, H. Doc. No. 717, 80th Cong., 2d Sess., Appendix No. 1204, (2d Ed. 1948). This contract provided that United States construct a power plant and works with funds advanced by United States and the cost therefor to be shared between United States and M.W.D. as specifically provided in Article 11 thereof. United States and the M.W.D. were each entitled to one-half of the power privileges of Parker Power Plant and title to said plant and incidental works to remain in United States. 4.
