Whereas, measurements of the flow of water available at the several generating units at the Parker Power-plant and the division thereof, is impractical, and the outages on generating units No. 3 and No. 4 at said plant will, during the life of this agreement, substantially equal the outages on generating units No. 1 and No. 2 thereof, and, therefore, it has been determined that the most practical and effective method of measuring the rights of the parties hereto in the power privilege at Parker Powerplant is to divide and apportion the net total output of energy in the manner hereinafter provided; and 6. Whereas, for the purpose of providing detailed methods of carrying out the provisions of, and protecting the rights of the parties hereto under said original contract, and for the purpose of providing for performance by the District of its obligations under that certain contract dated May 31, 1945 between the District, The City of Los Angeles and its Department of Water and Power, Southern California Edison Company, Ltd., and California Electric Power Company, known as and designated the "1945 Collateral Contract" and under that certain contract dated May 20, 1947, between the same four parties, known as and designated the "1947 Four-Party Parker Unit Contract", the parties hereto desire to supplement said original contract as herein provided; 7.
