Up to the 3d of March, 1891, special ageuts bad investigated a large number of claims. There now remain in the fiies of this office a total of 605 which have been so investigated within thr, last two years, under the act of March 3,1885, and which have not been reported to the Secre-tary for transmission to Congress as provided by that act. As in their investigation the claimant and the United States wereeach represeuted, or had tlie opportui~ityo f being so, and the investigations were care-fully and thoroughly made aud by competent authority, it is believed t,hat in all probability when these cases shall have found their way to the Court of Claims no further testimony oouceruing them will be de-sired or required ; and thnv it mill be found that the service performed by t h e ~ esp ecial agents will uot have proved fruitless, but will result iu a saving of time and expense t.o all pprties interested. INDIAN FINANCES. I FUNDS AVAILABLE DURING THE FISCAL YEARS 1890-'91 AND 1891-'92. Appropriations.-The following statement shows the amouuts that were appropriated by Congress for the Indian service for the fiscal Fears 1890-'91 and 1891-'92. Under the head of ' ~ ~ u l f i l l itrne~at ies with Indian tribes, perma-nent," are such specified sums as are required to be appropriated an-nually under existing treaties, either for a certain number of years or for an indefinite period. A number of treaties contain provisioxs tor clothing, subsistence, agency aud school employBs, eto., to be furnished by the United States for a certaiu uumber of years, but such provisions do not state speciiic-ally the amount of money that must be appropriated. These amounts are anmally approxi~atelye st.imated by this office, and the sums so appropriated can be used ouly for expenditures incurred duriug the fis-cal year for which the appropriations are made. The total sums so appropriated by Congress for the fiscal years 1890-'91 and 1891-'92 are to be found in above table (No. 17) under the head of "Fulfilling treaties with Indian tribes, annual." ', . |
