The Commissioner of Indian Affairs discusses soil cultivation and farming enterprises, proposals for creating a shift in Indian policy toward individualism and humanitarianism, the establishment of U.S. courts in Indian Territory, the implications and consequences of granting Indians U.S. citizenship, methods of promoting health and improving sanitary conditions on reservations, the performance of existing schools and the development of new ones, and the construction of railroads on Indian land. Agent Robert Waugh provides demographic data about the Uintah reservation and discusses annuity payments, farming, the sale and consumption of alcohol, cattle raising, and health conditions. Waugh also describes the condition of the Ouray agency's buildings, school performance, farming and ranching practices, and the lack of missionaries on the reservation
