A residence for the teacher adjoining each aaY school, with provision for a midday meal for the pupils and for a simple form of industrial training, mill equip these institutions for excellent work. , New day schools needed.-I am of opinion that the time has now come for the multiplication of day schools, and during the next gear I think s oonsiderable number of new schools should be estab:ished and special efforts made to bring into them the younger children. Wheneverprac-ticable, kindergarten methods should be adopted and everything possi-ble done, not only to supplement the work of the home, as is done in white communities, but to take the place of systematic home instruc- . tion where it does not exisc, as is generally the case' among the Indians. EXPENSE OF BOAIlDING SCHOOL BUILDINGS. , . . One of themost embarrassing things connected with the establish-ment of Indian boarding schools ea well as day schools has been the limitation placed by Congress upon the cost'of buildings. Formerly this was fixed at $10,000, including furnishing. This limit was raised in 1890 to $12,000, excliisive of furnishing, but it is still so low as to make it absolutely impossible to do what ought to be done. The first and absolutely essential condition for est+blishing an Indian school is the plant, consisting of ground and the necessary buildings. Fortunatelgin mostcases all the land necessary for schools on reserva-tions is readily obtainable withont expense to the Qovernmeut. Every-thing, however, needed in the way of buildings in most instances has to be created. As this is a vital matter I have prepared a statement showing the ' outlay for establishing a new school. In order that there may be a, ': standard of comparison I will assume that the oBce undertakes to es-tablish on some reservation remote from civilization a boarding school , for100 pupils of both sexes.
