One means of securing wildlife populations is through a better distribution of small water impoundments. These not only bene fit migratory birds, but lend community recreation through fish ing, boating, swimming, picnicking, etc. Wide distribution of areas of perhaps 100 acres in extent would be highly desirable from the standpoint of a basic waterfowl management program. The problem is how to finance and manage such small impound ments.
