The personal friend of Governor Curry, he received the appointment through the latter’s recommendation to the president. He is a native of Germany and was born, December 28, 1863. Mills, who had served as chief justice of the supreme court of New Mexico for twelve years, was asked, on November 24th, while holding a term of court in Union county, by the secretary of the interior whether he would accept the governorship if tendered him, also requesting an immediate answer. The answer was in the affirmative, and on December 20, 1909, his name having been sent to the senate by the president, he was duly confirmed. Tendering his resignation to the president, Governor Curry asked that it be accepted as of March 1,1910. This was done.
