Show -9- (2) Offered as an amendment by Senator Phipps to the pending amendment of Senator Hay-den (item 11). California Exhibit No. 2015, pp. 30-31. (3) Senator Hay den withdrew his amendment (see item 11 b (3)) and Senator Phipps re-offered his amendment. The Phipps amendment to the Hayden amendment was an amendment in the second degree and not subject to further amendment under the parliamentary practice of the Senate. Senator Hayden withdrew his amendment so that the Phipps amendment could be re-offered as an amendment in the first degree and be subject to amendment. California Exhibit No. 2015, p. 36. (4) Senator Hayden offered an amendment to change the limitation of 4,600,000 acre-feet per annum of waters apportioned to the lower basin by the Compact to a limitation of 4,-200,000 acre-feet of such waters. California Exhibit No. 2015, p. 38. This amendment was rejected. Id., p. 39. (5) Senator Bratton offered an amendment to change the 4,600,000 acre-feet to 4,400,000 acre-feet. California Exhibit No. 2015, pp. 39-40. This amendment was agreed to. Id., p. 53. (6) Senator Phipps perfected his amendment by adding "paragraph (a) of article 3 of" the Compact to refer to the 4,400,000 acre-foot portion of the limitation.
