Show -26- [Journal of the Senate, pp. 613-14, March 6, 1923.] Third Reading of Bills Senate Bill No. 136, by Senator Elliott, entitled "An Act ratifying and approving the 'Colorado River Compact/ signed November 24, 1923 [sic], at the City of Santa Fe, New Mexico, as interpreted by the Legislature of the State of Arizona," was read the third time in full, placed on final passage and passed by the following vote: Aye: Senators Claypool, Colter, Cornick, Elliott, Hay-hurst, Kimball, Kinney, Roberts, Rutherford and Sims- 10. Nay: Senators Campbell, Drachman, Gilbert, MacMil-lin, Moore, Phillips, Pierce, St. Charles and Mr. President-9. Absent: 0. Excused: 0. Senator Colter asked that the following explanation of his vote on Senate Bill No. 136 be incorporated in the minutes: "Mr. President: In protest of ratification of Pact as written, at this time, and in explanation of my vote for Senate Bill No. 136, I desire to say: That after my failure in the Committee of the Whole to get sufficient votes to pass my Senate Concurrent Resolution No. 8, or my Senate Concurrent Resolutions No. 5 and No. 7, I vote for Senate Bill No. 136 as my only and next best move, for the protection of Arizona. |
