Show fore, asked for protection of their future development before any further projects were undertaken in the lower basin. Congress authorized Colorado, Wyoming-, Utah, New Mexico, Nevada, California, and Arizona to form a compact and apportion the water of the Colorado River among themselves. Each of these states adopted a uniform act which provided for the appointment of a commissioner to negotiate such a Compact. The commissioners met at Santa Fe, New Mexico, under the chairmanship of Honorable Herbert Hoover, and negotiated an agreement which is popularly known as the "Colorado River Compact" or the "Santa Fe Compact." This agreement was signed on November 24th, 1922. The states of Colorado, Wyoming, Utah, New Mexico, Nevada and California ratified this treaty at the sessions of their legislatures in 1923. The Legislatures [sic] of the State of California, when it met again in 1925, repealed its approval of the Colorado River Compact and adopted an Act known as the "Finney Resolution" which made ratification of the Colorado River Compact by the State of California conditional upon twenty million acre feet of storage first being provided in the main Colorado River channel. The Sixth and Seventh Legislatures of Arizona considered the effect of the Santa Fe Compact upon the State of Arizona and refused to approve it. The State of Arizona found that under the terms of the Colorado River Compact, the upper basin states in effect were allotted an amount of water that was equivalent to granting them the right to use all of the water that falls upon their own water sheds and that they can |
