Heretofore, the term "duty of water" as used by irrigation engineers, has referred to the quantity of water flowing in the ditch, measured either at the point of diversion or at the farmers' headgates. Consumptive duty has not been used by engineers because it is practically impossible to measure it. If the use of water in the upper basin should increase to more than the amount allotted, it would be most difficult to prove the fact.
