Motion by Mr. Bernard, seconded by Mr. Curlee, that the rules be suspended, an emergency declared, and House Concurrent Resolution No. 1 be re-referred to the Committee on Enrolling and Engrossing with instructions to strike from Substitute House Resolution No. 15 all of lines 52 to 60 inclusive.
