The Clerk was instructed to record the action of the House on the resolution. Mrs. McKay explained her vote on House Concurrent Resolution No. 9 as follows, and asked that it be spread upon the Journal: "Mr. Speaker: In explaining my vote of 'no,' first of all I want to say that this is my third term in the Legislature, and I want to say that at no time have I ever voted that I have been ashamed for the whole world, not only the State of Arizona, but the whole world, to know my vote. I have refrained from discussing this Compact either with the people who are for or against it, because I thought I might be persuaded one way or the other. I came over to hear Mr. Hoover when he was here, and I got a copy of the Compact from ex-Governor Thomas E. Campbell. Many nights I have sat in my room, after going home, and studied the Compact. I began to believe I was for the pact, but when I heard a man for whom I have always had all the respect in the world, say right on the floor of this House-a man who was our representative-that he tried to get them to leave out the Gila River (and that was Mr. Norviel)-he convinced me that this pact was not right. If this had been a bill to call a special election, to put this Compact right before the people at the present time, |
