A The general principles with reference to the detail which should be observed in meandering was a matter of gradual development. As I think I stated this morning, each manual would, as it came out later, indicate a little finer degree of observation of the character of the stream. The manual of 1881, as I remember it, did not provide for the width of non-navigable waters or streams; the matter was left more or less to the discretion of the surveyor as to whether he should meander a stream or not. Q Well, so far as published rules in force in the Department were concerned, would you say that the provisions with reference to meandering contained in the manual of 1881 were substantially like all prior manuals or rules of opera-tion? A Yes. Q It was not until 1890, as I recall your testimony this morning, that there was any designation of width of non-navigable streams that were to be meandered? A That is true. |
