A In respect to the details that are outlined in the instructions, we are more specific in our last manual than the previous manuals contained. There were manuals that were issued as early as 1885; another in 1881; another in 1890; another in 1894; another in 1902, preceding this ( indicating book). This is known as the " Manual of 1916". In answer to your question, I will say that, as time has gone along, in the instructions which were issued for the sur-veying of the public domain, it has come about that attention has been directed to more particular means in determining the areas of public lands subject to public survey and the manner in which they would become subject to survey, as time has de-veloped the necessity therefore - - largely, of course, in con- |
