Bowles made desert land entry No. 3199, Tucson series, August 28, 1901,Afor the W%-of Sec. 9, Tp. 8 S., R. 2Z W., 0. & 8.R.X., and has submitted the annual proof for three years With your letter of .December 21, 1905, you forwarded the ap-plication of claimant for an extension of time within which to make final,proof. Said application is in the form at an affidavit duly corroborated, in which claimant states that at the time of making; said entry he expected to get a supply of water through the irrigation system then being constructed by the Rockland Canal and Improvement Company, but that the successor of said company, the Colorado Delta Canal Company, abandoned all attempts to construct an irrigation system covering the land embraced in said entry, when the Government determined upon and proceeded to construct, what is known as the "Yuma Project" of the Colorado River; that affiant then proceeded to construct a pumping plant, in conjunction with others, did so construct said pumping plant, but that the unprecedented high water in the Gi1a River from January 20, 190o, until In the summer of said year, by flooding said land, destroyed |
