Register and Receiver, Los Angeles, Calif. Sirs: It is provided in paragraph 18 of the desert land circular approved September 30, 1910 (39 L. D., 253), in substance, that no expenditure for stock or an interest in an irrigating company will be accepted as satisfactory annual expenditure until an authorized officer has submitted a report as to the resources and reliability of the company and such report has been favorably acted upon by this office. On September 30, 1914, a report on the Palo Verde Mutual Water Company of Oxnard, Ventura County, California, operating in your land district, was submitted by a mineral examiner of this office. Attached to and made a part of the report are a number of exhibits among which are properly certified copies of the deed conveying rights-of-way, water rights, etc., from the Palo Verde Land and Water Company; the contract as modified between the Land and Water company and this company; the notice of water appropriation, the amended articles of incorporation; and the by-laws of the company. |
