Subjects Convention Attendance April 3, 1957 Dear Director: Recently several requests have been presented to me for a ruling on exceptions to customary convention attendance requirements Since these exceptions represent general types of continuing • requests and also policy changes or policies discussed in the past but never firmly established they should, in my opinion, be voted upon by the Board of Directors before the convention, at this time, immediately, by return mail. Typical Case #1) Bob Richmond, a Long Beach ski shop employee, considered by members who know him to be a good recreational and competitive skier; currently has a temporary disability requiring him to use crutch-skis; has been told that he will be given no allowance for handicap: wants to know if his application for examination Ylill be accepted by the Board. Typical Case #2) Stein Eriksen, Director, under temporary exception, of Heavenly Valley Ski School, reportedly unable to attend convention because of commitment to be in East immediately after Easter (nature of commitment unlnlo\,m); USFS has informed HV he cannot again head school unless certified; HV requests that speCial examination be held for Stein when he is available next fall. Presumably Board has power to grant request but it would require final approval of FWSA. HV has been advised, via Lutz, to do all possible to enable Stein to be present for convention. Typical Case #3) Letter from Gus Weber, Director Mammoth Mt. Ski School: "The dates of the convention will work a hardship on our Ski School as it is anticipated that week will be quite crOWded here at Mammoth. Due to the fact that our instructors will be needed here' it is wondered whether the preliminaries (manual work & instruction) could be taken care of here at Mammoth under the direction of Dave McCoy and myself. OUr Whole group would then come to the convention for the final examination day. Vie hope that such a plan can be worked out as it would be a great convenience to us. Otherwise it will be very difficult for the YJhole staff to attend the convention. U (Wi t1lOl.'.t prejudice, I think tI final examination day" is a misconception. ) Without disclosing my own opinion, I consider it obvious that the decisions concerning these cases will inevitubly set precedents \'Ihich \'till atomatically constitute future policy. Please give them your best thought and damn sudden reply. A card or short note \'Iill suffice. ALSO, if you have ANY ideas or suggestions for the forthcoming convention, or any committee or activity in which you are especially interested - please let me know. AT LEAST, please inform me whether you will be present at the convention and expected date &: time of arrival. Eager & trusting, ;£- \::) H-£..AT-4- Pre s ., FYi'S IA •• FAR WEST ~,jr. GENTLEMEN: IT IS REQUESTED THAT THE FWSIA CONSIDER THE FEASIBILITY OF RECIPROCITY IN THE HONORING OF CERTIFICATION CARDS IN OUR RESPECTIVE ORGANIZATIONS. YOU ARE ASKED THIS IN THE UNDERSTANDING THAT THIS TYPE OF RECIPROCITY MAY POSSIBLY BE A CARDINAL ADVANCEMENT TOWARDS AN ACTUAL ADMINISTRATIVE AFFILIATION OF OUR RESPECTIVE ASSOCIATIONS. IT WOULD ALSO SEEM TO BE A STEP TOWARDS SOME SYSTEM OF NA TI ONA L RECOGN IT ION OF A STANDARD EXAM INATION PROCEDURE AMONG AT LEAST THE DIVISIONS OF THE WESTERN SECTION OF THE UNITED STATES. RECIPROCITY HAS BEEN A SUBJECT OF DISCUSSION BETWEEN OUR MEMBERS FOR AT LEAST FIVE YEARS. THERE SEEMS TO HAVE BEEN PROGRESSo IT HAS BEEN THE POLICY OF THIS ORGANIZATION TO ACCEPT UNCONDITIONALLY THE CURRENT CERTIFICATION CARDS OF ANY MEMBER OF THE PWSIA. FOR EXAMPLE: JIM MCCONKEY, CERTIFIED INSTRUCTOR, FWSA, MADE APPLICATION FOR EMPLOYMENT WITH THE ENGEN SKI SCHOOL IN 1954. MCCONKEY WAS GRANTED AT THAT TIME A CURRENT CERTIFIED INSTRUCTORS CARD FROM THIS ASSOCIATION ON THE BASIS OF HIS ACTIVE PWSA CARD. GENTLEMEN, IT IS REALIZED THAT THERE MAY BE FROM TIME TO TIME - CERTAIN SITUATIONS THAT COULD POSSIBLY CREATE INEQUITIES IN THIS ARRANGEMENT. IT WOULD BE THE EXCEPTION. THERE IS NO REAL BASIS FOR DIFFERENCE IN OUR·· EXAMINATION PROCEDURES. THE QUALITY OF INSTRUCTORS SEEMS TO BE ON A HIGH LEVEL IN OUR ASSOCIATIONS. THE ISlA HAD THE FOLLOWING RESULTS DURING THE 1957 CERTIFICATION EXAMINATION: OF EIGHT CANDIDATES (ASSOCIATES) ATTEMPTING THE RATING OF FULL CERTIFIED SKI INSTRUCTOR, THREE RECEIVED CERTIFICATES; OF TWENTY-FIVE CANDIDATES ATTEMPTING THE ASSOCIATE RATING, NINE WERE QUALIFIED IN OUR STANDARDS. THIS GIVES OUR ORGANIZATION THIRTY-THREE WITH THE CERTIFIED RATING AND TWENTY-SEVEN ASSOC I ATES. i / BOARD OF DIRECTORS, FWSIA APR I L 16, 1957 MR. ALEX BROGLE, INSTRUCTOR, LUGGI FOEGER SKI SCHOOL, YOSEMITE NATIONAL PARK, CALIFORNIA, HOLDS A VALID CERTIFIED INSTRUCTORS CARD IN THIS ORGANIZATION. ALEX WAS CERTIFIED HERE AS AN ASSOCIATE INSTRUCTOR IN 1954, HE PASSED HIS FULL INSTRUCTORS REQUIREMENTS IN'1955. HE TAUGHT FOR THE ALF ENGEN SKI SCHOOt, ALTA, UTAH, 1954-56. MR. BROGLE IS-NOW PLANNING TO ATTEND YOUR CERTIFICATION-EXAMINATION APRIL 22 THRU 27, 1957 •. IT IS OUR SUGGESTION THAT YOU CONSIDER GRANTING MR. BROGLE A CERTIFICATE BASED ON HIS CURRENT STANDING IN THIS ORGANIZATION AND UPON HIS RECORD AS AN INSTRUCTOR IN THE YOSEMITE SKI SCHOOL FOR THE 1956-57 SEASON. IT IS FELT THAT THIS WOULD BE AN INSTRUMENTAL MOVE TOWARDS THE BETTER UNDERSTANDING AND COOPERATION BETWEEN OUR INSTRUCTORS' ASSOCIATIONS. IT WOULD CERTAINLY BE EXCELLENT MATERIAL TO BRING FORTH TO THE SKIING PUBLIC TO HELP CONVINCE THEM THAT THERE IS A DEGREE OF HOMOGENEITY ~ETWEEN INSTRUCTORS AND INSTRUCTORS' GROUPS. THE INTERMOUNTAIN SKI INSTRUCTORS ASSOCIATION IS SENDING AS THEIR OFFI~ IAL REPRESENTATIVE TO YOUR CONVENTION, MR. K. SMITH, DIRECTOR OF THE BRIGHTON SKI SCHOOL, BRIGHTON, UTAH, AND A DIRECTOR OF THIS ORGANIZATION SINCE 1950. IT IS OUR INTENTION TO SEND MR. WE ARE ALSO PLANNING TO SEND A REPRESENTATIVE TO ARAPAHOE BASIN, COLG, FOR THE CONVENTION OF THE SOUTHERN ROCKY MOUNTAIN SKI INSTRUCTORS ASSOCIATION. ~E WOULD FEEL HONORED TO HAVE A REPRESENTATIVE OF YOUR ORGANIZATION ATTEND OUR OWN CONVENTION APRIL 26, 27, 28, 1957, ALTA, UTAH. IT IS UNFORTUNATE THAT ALL THREE CONVENTIONS MUST FALL ON THE SAME DATES. " . ANY COURTESY YOU CAN AFFORD K SMITH WILL BE SINCERELY APPRECIATED BY THE MEMBERS OF THE BOARD OF DIRECTORS, ISlA. What are the plans for the nati.onal committee meeting this year? May I suggest it be held at Alta in conjunction with the national convention, perhaps a day earlier? It would certainly be a big help to some of us who have to do double duty in the divisions. It was my plan to attend the national committee meeting in Colorado last spring, however, I didn't receive any information except the original notice, which I answered. We are planning two combined clinics and examinations this winter - the first at Whitefish, December 21st and 22nd, and one later at Bridger Bowl, Bozeman, Montana. Because of the great distances and few participants, we decided on the combined meetings for this year. Am I correct in assuming the written report you are requiring complete~ replaces any written examination? It certainly would insure that some studying was done. Judging by your letterhead, the I S A Certified Instructors have adopted a pin similar to that of the Eastern and Pacific Northwest Associations. I personally would like to have the NRMSA adopt a similar pin, but several of the fellows are in favor of a more elaborate but very well done pin. What's your opinion? Has the national committee ever adopted a resolution as to pin design. Any suggestions you might have regarding our forthcoming meeting will be appreciated. Karl Hinderman, who heads the Whitefish Ski School and myself will be examiners, and possibly Don Goodman. I notice in the publicity of a clinic you are giving at Pocatello, you will present a film; any possibility of it being available to our group? Hope I can have the pleasure of meeting you personally soon. Sincerely, (::~~~I\ r $C~~?c) Chuck'Hibbard, Chairman Certification Committee, NRMSA -• Dr. c. r.
